The government has confirmed that the new ITR (Income Tax Return) forms will be here in FY28. Minister of State for Finance, Pankaj Chaudhary, shared this update in writing in the Lok Sabha on December 8, 2025 (Monday), saying that, "The new ITR forms, aligned with the Income Tax Act, 2025, will be notified before the 2027-28 financial year". He stresses that the upcoming forms will be designed to be simpler and more user-friendly for taxpayers.
He also said in the written reply in the Lok Sabha that, "A CBDT committee on simplification of ITR forms is currently holding broad consultations with tax experts, institutional bodies and field officers of the Income Tax Department". The goal is to redesign all key forms used under the new law, such as ITR forms and TDS quarterly return forms. This will make them easier to understand and file, particularly for individual taxpayers and small businesses. The Directorate of Systems is working closely with the tax policy division to implement these changes in the design of the forms and the filing processes.

The Income Tax Act, 2025, was passed on August 21, 2025 and it will take effect starting April 1, 2026. This new law will replace the existing Income Tax Act, 1961. Its goal is to make income tax rules simpler and clearer so that ordinary taxpayers can understand them without getting confused by complicated legal language. The new law requires a complete update of return formats to match the new structure and sections.
According to Pankaj Chaudhary, ITR forms for the first tax year 2026-27 under the new Act will be notified only after incorporating changes arising from the Union Budget 2026 and these revised ITR forms will be issuedbefore FY 2027-28. This timeline gives the government room to align return reporting requirements with the final version of the new tax regime after Budget-related amendments.
For the current financial year’s income (Assessment Year 2026-27), the ITR forms will still be notified under the existing Income Tax Act, 1961. Here too, a process of consolidation and simplification is underway so that forms remain familiar to taxpayers but gradually move toward the structure required under the new Act.
